   @cstamas I was thinking about ways [this 
behavior](https://docs.oracle.com/en/java/javase/11/docs/api/java.instrument/java/lang/instrument/Instrumentation.html#appendToSystemClassLoaderSearch(java.util.jar.JarFile))
 could be used to inject JARs into the system class loader from the booter 
(after 8 it is no longer a `URLClassLoader`) but then you run into access 
control errors on 9+.
