Problem with jacoco-maven-plugin has been resolved with migration to plugin-api 
3.0 - version 0.8.3 can be used in "offline mode"

For future reference:
artifacts from 
https://github.com/apache/maven/blob/master/maven-core/src/main/resources/META-INF/maven/extension.xml#L128
 list can generate problems
