NO I am using them as intended, if you think otherwise then why at all bother 
with unique snapshots, Maven3 may as well not have bothered and kept with non 
unique snapshots.

I want to validate a change I have made in a library in another library that 
was using it in a CI environment *before* I make the release.  That seems 
perfectly legit to me.
