So if we have a reproducible build, I may want to build the tag and install it 
locally... but by accident if I type ‘mvn deploy` without configuration of the 
altRepo to point to my local repo manager things will blow up.

You’ve just convinced me that we need this for both the install and deploy 
plugins on different property names
