[~rfscholte] I've created a pull request for this. This error occurs when
building with a JDK for which the plugin doesn't contain a
{{java-api-element-list-XX}} file yet (e.g. JDK 13 and maven-javadoc-plugin
3.1.1). See the PR description for more details.
