It's important in the use case of Maven that all the necessary files are
uploaded/downloaded to/from the target repository. So I guess XInclude would
make doing that significantly more complicated. Maybe if it they add
restrictions like the XIncluded file must be in the same directory as the
POM... I don't know, I haven't researched this. I was just looking for the same
feature this issue is about.
If XInclude doesn't work for Maven, then I don't see why what I'm saying
wouldn't. Something like {{<snippets><foo><a>1</a><b>2</b></foo></snippets>}}
and then {{<snippets.foo />}} at some supported place, like inside
{{configuration}}-s.
