The handing of optional mojos was dropped long ago in
ac8db28f3b8cd64192c3d038ee5557354ffb7a30, but the injection remained intact for
backward compat reasons on legacy {{components.xml}}. Newer setups are
encouraged to move to
[{{lifecycle.xml}}|https://maven.apache.org/ref/3.6.3/maven-plugin-api/lifecycle-mappings.html].
