Description:
Currently Travis is doing builds, but:
* there is a "12h delay" it seems that is too much to wait for PR builds
* is wrongly configured: attempts to build using Java7 while resolver has an
enforcer rule in place due bnd plugin, hence all the builds are doomed to fail
I'd propose to migrate Maven Resolver to Github Actions in similar way Maven
itself did. It may require settings of the GH repository.
Once we move to Java8 (MRESOLVER-147), this should be done as well.
