I'm sorry, the possible bug I mentioned was fixed in 3.2.0.

I think the reason why it doesn't work for me is because the child projects are 
not located in subfolders in my case. You can run mvn javadoc:aggregate-jar on 
the parent in the attached example to see the issue.
