it states "the developer mailing list", which is part of this Maven-specific
list: what can we do more (without copy/pasting the whole content)?

same here, "Apache Maven Artifact Plugin JIRA project page" points to this Jira
project: what is missing? and it seems you found the link to create this issue
this README.md is like every other README.md for every plugin, to be read at
https://github.com/apache/maven-artifact-plugin
once first release will be done (soon), I'll even simplify it because real
documentation on the plugin is expected to be on Maven site, like every other
plugin
