I may try to work on this ticket if somebody is ready to help with questions.
1) dependencyConvergence rule needs to be extended with an option to
include/exclude test scope (another question immediately arises: should other
scopes be configurable too?)
2) `getNode( EnforcerRuleHelper helper )` has to consider an option and
probably change `ArtifactFilter` not to be null. `ScopeArtifactFilter` probably
should be used.
