The question is related to the artifact-resolver, which doesn't have any dependencies on Maven (which is correct). The artifactId `common-artifact-filter` suggest it could be used with artifact-resolver. Based on your answer it is not. I agree that it clearly shows that we still have no clear separation of classes. For that reason I would leave them as compile scope in the project as others look to our project as reference and it not clear why provided could be assumed. It is just something I wanted to say.
