This bug seems to be incredibly similar to MNG-115, but only occurs during
surefire tests.
To test I put a snapshot in the plexus.version in maven-components/pom.xml and
installed.
Then headed to maven-artifact and ran "mvn test -X" and watched as the
container-default version no longer matched the component-api (only
container-default is a direct dependency).
