If you use Github actions actions/setup-java@v2 to setup Java env, java version
and vendor are all defined well, and it's not necessary to active
maven-tools-plugin.

If you can not skip maven-tools-plugin, and you should create a
`~/.m2/toolchains.xml` file for CI.
