Add ability to set flag for skipping archiving if any of resources that is
going to be archived is older than already existing archive. This issue is
probably common for all archives. Would be great to get such functionality at
least for war and ear. We are working with large wars, and ear archives and
archiving takes 80% of time, even if nothing was changed.
