Due to JDK-8195129 Java fails to load native libraries from paths with
non-ASCII chars. Temp on Windows is in user's home where the username is
non-Latin.
The only workaround we can and will provide is to expand Windows only libraries
along with Maven and hope that the Maven distro will be extracted outside of
such a path.
