I don't the point of making it an extension if it's released and bundled in
maven. I think one of the goal (if there's a consensus) is to make it work for
both 3.9 and 4.0. And if the extension is released separately, then it should
automatically kick in if included, because the inclusion of the extension
itself it explicit already.
