- bump {{maven-plugin-plugin}} to 3.6.1
- configure for build {{helpmojo}} in root pom
- drop redundant call descriptor goal for {{maven-plugin}} packaging
- drop special configuration for {{maven-compiler-plugin}} and {{helpmojo}}
- add {{maven-plugin-api}} in compile scope to plugins - MPLUGIN-372
