Consider the follwing block in your POM:

The changes report will turn the issue link into
{{https://github.com/michael-o/tomcatspnegoad/%ISSUE%}} because here
(https://github.com/apache/maven-changes-plugin/blob/e85711fd246c505e5e088c16014afd2d5fe91e0c/src/main/java/org/apache/maven/plugins/changes/ChangesReportGenerator.java#L634-L646)
it will chop off the last components, ignoring it will end with a slash or not.
