Need support for using vendor version to match compilers and executables. This
is needed specifically because Mono introduces new .NET features in each
release: for example, VB support in Mono release 1.2.3. This feature would
allow the user to specify say VB as a language and unless NMaven finds the
right vendor version for Mono, it will fail the build. Support for version
ranges will also be needed.
In the case of MS, we don't need this feature because framework version is
always equals to vendor version.
