I believe technically maven-wrapper v3.1.0 doesn't actually install/update
MavenWrapperDownloader.java.
Try the following example to see if MavenWrapperDownloader.java is recreated;
```console
rm -rf ./.mvn/wrapper && mvn
org.apache.maven.plugins:maven-wrapper-plugin:3.1.0:wrapper
```
Should be fixed with https://github.com/apache/maven-wrapper/pull/15
