Improve user role management

With three roles per project group, even a moderate number of groups means a
very long list of roles to look through when assigning roles to users.
There is no way to sort the roles, and they seem to be listed in the order the
project groups were added to Continuum.
Consider listing the project group roles in a grid, with 'User' 'Developer' and
'Administrator' across the top, and the project group name down the side.
Also, the name of the role is misleading, it says "Project User" when it is
really "Project Group User" -- we don't have per-project roles, just per-group
roles.
