Fix For: 3.11.0
because of this https://issues.apache.org/jira/browse/MDEP-187 or for any other
reasons, some projects need to use `mvn install`.
In such case recompilation is triggered as packaged artifacts from reactor have
a build time > build.startTime. this happen even if there were no changes.
