Batch scripting is considered legacy and PowerShell provides improved scripting
that could help to have more maintainable scripts for Maven on Windows.
PowerShell also has versions that run on Linux, so it could probably also help
to test the scripts without a windows machine.
The only drawback initially could be the lack of expertise with PowerShell, but
once the scripts are fully migrated they might not need a lot of changes.
It would be nice to have this for Maven 4.0.
