Definition of specific is very opinionated, there is no criteria for that. What 
is exactly specific? Kuberentes? Build in containers? Managed CI environment 
with restricted access? Doesn't sound specific to me. 
One may argue that specific case is running build in an environment you choose 
and have admin control to deploy any files like settings.xml.
