How to reproduce: build maven-3.9.x branch
(e921f1564ef9460ca58745eb52e3967dbbd0b9e7) then checkout master branch
(c6ecff9923088d854d4621e17d602f1c70dda806) and try to build it with built
3.9.0-SNAPSHOT: it fails.
Error is:
