Is not the mojo archetype what you're looking for?
I successfully created the maven-hello-plugin by following the guide here
http://maven.apache.org/guides/plugin/guide-java-plugin-development.html
and using this Maven goal:
{code}
mvn archetype:create \
-DgroupId=sample.plugin \
-DartifactId=maven-hello-plugin \
-DarchetypeGroupId=org.apache.maven.archetypes \
-DarchetypeArtifactId=maven-archetype-mojo
{code}
