    Description: To better support MSITE-921 + MSHARED-1181 and reproducible 
builds, we should not depend on timezones, but have a reasonable default 
timezone which can be changed, of course. This needs to be passed to the 
Velocity tools for the date objects. The {{publishDate}} property will then be 
subject to the same timezone. The system default timezone is still accessible
