Um, isn't this fixed in Maven 3.9.0? As this was a bug in resolver 1.9.2, but
3.9.0 uses fixed resolver 1.9.4... does this issue still stand? And why is this
issue marked as "affects 3.9.0" when it was released this week, but issue was
recorded a month ago?
