During MCHECKSTYLE-432 it was discovered that an incorrect locale is assumed
since it retrieved {{getLocales().get(0)}}. This assumption is wrong because we
cannot expect that {{<locales/>}} contains {{default}} at the 0th position. So
we need, as everywhere else, compare with {{SiteTool#DEFAULT_LOCALE}},
