When you use the [sample
configuration|https://maven.apache.org/enforcer/enforcer-rules/banDynamicVersions.html]
the enforce goal throws an exception because the {{excludedScopes}} element is
missing in the {{banDynamicVersions}} element.
I think the docs should either contain the {{excludedScopes}} element or - like
the docs state "By default no scopes are excluded." - it should use the default
value when the config is missing.
I think the latter would be the preferred behaviour.
