yes, it has been discussed in the past: I don't know if this priority aspect
had a Wiki page, but at least the Dynamic Phases proposal

At that time, I did not really understand that the priority was a low hanging
fruit (nor how the XML plugin merging algorithm was causing issues), even if
not the most appealing
given it seems this can be done with a very small PR, let's have a look: of
course, this will deserve letting serious time to the team to review the pros
and cons
