Brett, I cannot reproduce the bug. 
The only difference with what you described is that I have to specify a network 
proxy to be able to download maven-core from the Web... Which, IMHO, does not 
make a big difference with your configuration. Actually, I tested proxying an 
internal corporate Maven 2 repo (i.e. without a network proxy), and it works 
perfectly.
