This is essentially an internal class that is public only for use elsewhere in
maven-scm. The only reason it's public is that it's used in different packages
within maven-scm It doesn't seem to be used in any other Apache projects on
github. Unfortunately it exposes plexus in its public API.
Deprecate it to warn any users off of it dso it can eventually be replaced with
pure JDK APIs in a major version update.
