Description:
This proposal is based on various previous discussions, mainly the [Build vs
Consumer
POM|https://cwiki.apache.org/confluence/display/MAVEN/Build+vs+Consumer+POM]
discussion.
In order to make more room for changes in the build section, the consumer POM
should be kept minimal, it will also speed up things in the longer term by
removing the parents chain and avoiding the need to merge all the ancestors for
each POM.
