Summary: Dependency should inherit properties like parent

Now only parent have these feature, but sometimes we need some properties from
the dependency too.
For ex:
We have a spring project
{code:xml}
<parent>
<groupId>org.springframework.boot</groupId>
<artifactId>spring-boot-starter-parent</artifactId>
<version>3.3.4</version>
<relativePath/> <!-- lookup parent from repository -->
</parent>
<dependencies>
<dependency>
<groupId>org.springframework.boot</groupId>
<artifactId>spring-boot-starter-data-neo4j</artifactId>
</dependency>
</dependencies>
{code}
If I want reuse the properties in the child of
`spring-boot-starter-data-neo4j`, it's not possible right now.
