In past several (opposite) efforts were done regarding "packaging" handling in
Maven: either have them all in core, or have them all in plugins (none worked),
and today we stopped somewhere in the middle.
See issues MNG-5697 and MNG-7832 for example (but I bet there are more related
issues).
