Elliotte Rusty Harold resolved MDEP-678.

    Resolution: Not A Problem

On further thought, the goals now say "Goal that retrieves a list of artifacts 
from the repository and unpacks them in a defined location." which is both 
what's accurate and desired. That is, if it's a format that's put in the 
repository then we'll unpack it. This isn't a general purpose unarchiver 
utility. It's only used to unpack artifacts found in the repository, and the 
end user should neither know nor care what formats are used there.
