Something like {{.mvn/maven.conf}} is, but ad-hoc, as former is usually checked
into SCM. On some OS the command line length limitation may cause users to
become unable to pass in longer CLI options like {{-pl module...}} could be on
some larger projects.
Maybe we just need a CLI option and let user point at a file (even in tmp) and
Maven should slurp it up?
