**[Sebb](https://issues.apache.org/jira/secure/[email protected])** commented I agree that the Oracle tool is looking less and less useful as a means of patching the files; it should probably only be used in check mode (assuming that the encoding issue does not cause problems there as well). And even then of course, there may be false positives - it does not check much.
