As no actual pom nor reproducer is shared I suppose it was/is caused by [Using the <reporting> Tag VS <build> Tag](http://maven.apache.org/guides/mini/guide-configuring-plugins.html#Using_the_reporting_Tag_VS_build_Tag) (linked on [javadoc-plugin usage](https://maven.apache.org/plugins/maven-javadoc-plugin/usage.html)), i.e. by not configuring plugin correctly. > It is likely that it requires custom doclets now.
