Perforce can renumber a changelist if someone else sneaks in a changelist.

I just got this while testing the release plugin:

Command output:
Change 94821 renamed change 94823 and submitted.

[INFO] ----------------------------------------------
[INFO] An error is occurred in the checkin process.
Embedded error: Error!
Everything is ok (i.e. it was checked in successfully) but maven-scm thinks
there was an error.
