Certainly, on all the machines I've looked at, it is **not** valid. If the intent is to disable all message translation, then LC_MESSAGES=C would be a better choice. Subversion 1.3 and earlier treated invalid locales as a fatal error - as such, this problem is a critical showstopper in environments using old versions of Subversion. It will not surface in environments using Subversion 1.4 and later, but it is inappropriate for Maven to require a relatively recent version like that - especially as an unannounced regression. Due to the use of maven-scm in the maven-release-plugin, this is likely to impact lots of people.
