Newly created user cannot login

A new user which has just been created cannot login to Archiva because the user
is not validated yet. No email for the new user to validate his/her account is
being sent to the user after the account is created. The work around is to
click 'Resend Validation' in the User Account page so a validation email is
sent to the user and the user can login to Archiva after validating his/her
account.
Should this be in redback?
