   I believe Perforce does as well, although I haven't used it in quite a while 
so I'm not 100% sure.
   
   I agree about the scoping.  I am somewhat amazed that the user properties 
are not automatically scoped by maven.  And even more surprised that there 
aren't conflicts in var names.
   
   Spitballing an implementation idea, it would be for the SCM plugin to use 
the WI # as a property that could potentially be set by another plugin (or ant 
task, etc).
