AFIAK - just cutting all of [4.0.0-alpha-2](https://central.sonatype.com/artifact/org.apache.maven.plugin-testing/maven-plugin-testing-harness/4.0.0-alpha-2) as 3.4.0 is good enough. I've been using that on license maven plugin https://github.com/mathieucarbou/license-maven-plugin for some time. After that release, maven 3 was dropped.
