GitHub's API doesn't expose a way to upload files directly to issue
attachments — the drag-and-drop
upload in the web UI uses an internal session-authenticated endpoint
that isn't available via the REST/GraphQL
API. The release asset mechanism is the only way to host downloadable
files via the CLI.
