Fixes #520
In `ResourceRef.java`, the error messages in the constructor used
`RESOURCE_REF_NAME` ("res-ref-name") for the element name, but they should
refer to the `resource-ref` element. Changed both occurrences to use
`RESOURCE_REF` ("resource-ref") instead.
