Some more info, I'm executing this in a reactor build, from a 'master'
directory :
project-root
/master/pom.xml
/module1/pom.xml
/module2/pom.xml
/module3/pom.xml
...........
the master pom.xml has <modules> like ../module1 ../module2 etc
Testing a snapshot requires changing our repository manager (artifactory) to
include snapshot repositories, this will affect all developers so it's a
non-trivial change.

Actually, do you think the repo manager might have something to do with it ?
How do you decide if a source jar is not available ? Perhaps it is not sending
you the http response you're looking for. If you give me a bit more info i can
poke around on the artifactory mailing list.
