hover rule on homepage makes it hard to click on "All Downloads"

On the homepage, section 2 "Download Archiva" has a hover rule that makes it
hide/show the list of available downloads. I think that's annoying; it's
especially hard to click on "All Downloads" because of it, because if you move
your mouse too far down, the box collapses and the link disappears.
I think we should get rid of the hover rule.
